When communications infrastructure becomes unavailable during disaster recovery, a temporal communication channel using, for example, portable earth station and communication satellite, is the only means for providing communication services. The capacity of a temporal communication channel is limited, and is able to support only a limited number of telephone terminals and/or a limited capacity of portable mobile base stations. The greater the scale a disaster becomes, the greater the difficulty in the approach of recovering conventional communications services. With this background, we have been engaged in the research on realizing communication system for shelters that can support the minimum communication needs for more than 100,000 evacuees in more than 1,000 shelters, assuming temporal communication channel of the capacity of 10 -100Mbps, that can be realized by satellite communication channel. In this presentation, we explain the basic concept and services of the system, and describe some results of the demonstrating experiments held in October 2008. |
